Quebec Deposit-Refund System Modernization: Strong Momentum Three Months In
Montreal, June1, 2025 – Three months after Phase 2 of the deposit-refund modernization came into effect, the Quebec Beverage Container Recovery Association (QBCRA)/Consignaction has reported very positive results. Since March1, the expansion of the deposit-refund all plastic beverage containers from 100 ml to 2 L has been rolled out smoothly, supported by enthusiastic public participation, the user-friendly network that has been put in place, and the ongoing commitment of partners in the field.
An infrastructure in sustained deployment
Since the inauguration of return site very firstConsignaction+ return site Consignaction+ April 2024, the network has grown rapidly: there are now a total of 50 return sites operation across Quebec, including 11 Consignaction+ 39 Consignaction sites. More than 130 million redeemable containers have already been returned, a figure that speaks to citizens' commitment when effective and accessible infrastructure is available. To support this growth, more than 140 leases have also been signed for the opening of new facilities.
The Consignaction mobile app is also experiencing significant growth, with 72,000 active users to date.
